Project to End Predatory & Deceptive Real Estate Practices

The Project to End Predatory and Deceptive Real Estate Practices researches real estate transactions and develops strategies to identify and respond to real estate practices motivated by fraud, greed and deception that lead to foreclosure, property abandonment, and otherwise adversely impact neighborhoods.

Residents of Maryland have experienced predatory lending, "flipping" (the quick purchase and resale of properties), mortgage fraud, and real estate scams. Victims are individual homeowners, lenders, and neighborhoods that are devastated by high rates of vacancy and foreclosure. While these practices occur throughout the State there is a concentration in Baltimore City and Prince George's County. The impact is most strongly felt in low and moderate income communities and among the elderly.

The Community Law Center has conducted extensive research into the buying and selling of real property in Baltimore and advocates for reforms to make the region's housing market more honest, healthy, and stable. This research provides assistance to local housing counselors, law enforcement, and regulators. Our work has prompted reforms by the real estate industry, as well as local, state, and federal agencies.
