Deceptive and Predatory Real Estate Practices
Residents of Baltimore have experienced predatory lending, "flipping" (the quick purchase and resale of properties),
mortgage fraud and real estate scams. Victims are individual homeowners,
lenders and neighborhoods that are devastated by high rates of vacancy and
foreclosure.
The Community Law Center has conducted extensive research
into the buying and selling of real property in Baltimore. This research provides assistance to law enforcement agencies and has prompted reforms by local,
state, and federal housing agencies. CLC is developing legislative and regulatory reforms to make the region's housing market more
honest, healthy, and stable.

Robert Strupp, Director Research & Policy, leads the Project to
End Predatory Real Estate Practices, as Director of Research and Policy.
He will combat unethical forces in Baltimore by educating residents about
predators in their neighborhoods and by researching issues that affect
the housing market, including the relationship between flipping and
arson and the enforcement of the tenant's right of first refusal.
The Baltimore City Flipping and
Predatory Lending Task Force Releases
After two years of research and discovery, the Task Force
presented its report to Senators Barbara Mikulski and Paul Sarbanes.
